To be honest a template like this needs some serious work. The banner is a very small image. Probably something from Google?

yeah at the time i was photo editing program less and well meh i rather liked it.

You have attempted gradients, however to be honest, they don't suit. The colours are just... well.. odd! The green on the border has to be removed as well. IT doesn't suit with the darker black colour.

ive removed the green boarder as well as the fade to blue and just make it a dark blue as a boarder

Finally (and yes this is it for the rate) the On/Off icons are too big. Scale them down to a reasonably sensible size. Also, change the admin colour. That is excessively bright.
i rather like them big..

and after taking away the blue and gree the admin colors dont look so bright now or maybe thats just me


Overall it doesn't look to great to be honest. You need to do a lot of work if you are to make this into a more successful design.
