Could be your brightness. The border is set to white (or very close to), and the on/off icons are a slightly darker grey than the window background when set to "off"

I am using an HDTV with a VGA cord, possibly could be it, but I seriously, doubt it.

It was the contrast, must have changed when I did an auto tune.  Well I guess, you can lock this then. 
ed2: xD I guess it showed up in the picture. >.< *sigh*
