Ross has been working on this project since [if I'm correct] mid-2007. He didn't officially open it until late November/early December, though. 
As for where to ask, try suggesting and "Ask The Staff" board or something similar in the Suggestions board. | |

The earliest created date for a file currently being used is "13th May 2006". Then as my registration date shows, the main user system was up and running by 13th June 2006. However I took a break from developing the site late 2006 as I had coursework and exams to deal with. It was then mid 2007 which I carried on with the project and released it late November last year. | |
