Not where I looked. There are two ways of enabling a template.
1. Make it the default template, either for a skin or overall. Do this by going to "Admin" -> "Manage Templates" -> "Set Priorities". The first template with the radio button ticked will be used for any given skin, if a skin doesn't have a template specified here then the "All Skins" column will be looked at. For any template you don't want to use as any kind of default (ie. only using it on a board by board basis) should have the "Disable" column ticked.
2. Enabling the template on a board by board basis via the "Modify Board" page.
I could've sworn it was selected. I checked it earlier.
I just did it again, and it is working right.
Oooh opera doesn't support tables well! Got to go fix it!
