This is just a question. I'm working on a project now (that's why I don't really want to say the URL), but what I'd like to do is move the ads from up right under the banner, and put it inside a border around the forum. It's hard to explain, so I made this.

The ad itself would be in no way altered, just moved so my forum looks better overall.

Indeed it is allowed, so long as the ads themselves aren't altered.
