If you look in the RP sign-ups you'll see it says theres 1 topic, but if you go in the area, you can count 3.

I'v noticed this a few times, but I'd like to know why it doesn't count the other 2 topics.

Use the "Fix-a-Board" option from the admin panel to fix counts like those (note: I've fixed the board in question for you)
