Was I dreaming, or did i notice somewhere when I was setting the forum up that it was possible for admins to allow or disallow a new member joining by just clicking a button?
I have been searching for this feature but cant find it.

At the moment it is not possible. However it will be possible very soon. I started work on it this morning and intend to have it finished (along with some related features) next week
