I was thinking, why not add a feature for admins that lets them choose which Headers and Footers their staff can access. This'll be useful for forums with a code index/design index/whatever index, the moderators of that board would then be able to modify their boards H/F's.

All other limited powers are related to threads/posts, not the admin panel so are only designed to cope with one board at a time. So the admin menu would need to be edited to cope with showing the link for users who have limited header/footer access. The header/footer pages would then, again, need to be edited to work out a) if the user has header footer access and b) if the user is a moderator of each board or not.

Ross, for this I don't think Oracle necessarily meant that mods would have limited H/F power in the sense that they could only modify the headers/footers corresponding to the boards they mod. I think he meant more that you could specify in the modify group page perhaps which headers/footers they had access to, or a member group selection panel on the h/f pages; regardless of the boards they mod.
