I think it would be a good idea if the lock/sticky/announce textboxes appeared under the quick reply box, as well.

I don't like having to click the full reply when I want to reply to & lock a thread; I think it'll just be easier if the checkbox is there.
After all, they do get processed by the same page, don't they, Ross?

The lock/sticky buttons at the bottom of the thread enable you to lock or sticky the thread without having to change pages. So you could click the lock button and then reply via quick reply or post your reply and then click the lock button. I don't see how checkboxes would make that much quicker

I don't use a mouse to switch between form elements; I use the "tab" key to switch quickly, as I use a laptop, and it's faster than the touchpad. Most of my friends use the tab key instead, as well, but I'm not sure how many on VF use it.
