If its your own PM you can't reply or quote, I don't know if this is on purpose or not, but if it is on purpose why not just remove the buttons?

It's a bug, it's not on purpose. The reply/quote functions are only searching your inbox for a PM with that ID. They're not looking in the outbox too.
