If I'm correct [since I had a similar problem when coding my own forum], it has to do with the way board permissions are read.

Actually, it's just an option as to if you're classed as staff or not. It used to be used for posting permissions but since that section has now been changed it's not needed there. Off the top of my head, I think the only section it affects is the users online.
