It sorta looks like I have done something wrong but I can work out what. Anyone have any ideas on how to improve it?

Make it animated - that way it'll look better.

Colour-wise it's pretty awesome. Lovin' the blue and btw the first size is better. 2nd one is too small. It looks too cluttered.

Not many smilies have a nose?

Second one is better, but put more of a lightish blue color like what you did on your first. (Well it depends on the color scheme of your forum)

Also, give it a tad bit more depth.

The eye's do look a bit weird. I'd personally try and stay away from adding the whites to the eye unless you're going to make it bigger. The colors are good, and so is the detail, now just animate it

Like Slip said, animate it.

I suggest for its eyes make it blink every 3-4 seconds.

I would if I had PS. You can't save animation in PSP or open it.
