I think all thoes so called "accidents" are trying to say something.

This does seem like quite a tragic accident, but I disagree with you saying the city workers were "noobs" and not doing their jobs properly. They have to make sure the crane meets a set of guidelines, and that's it. They can't change the standards in any way; I'm sure they all did their job perfectly fine. The problem lies in the city itself only enforcing the minimum standards.
