That is something I'd do if I ever became a political figure.

There's obviously something missing from the article which I didn't read but guessing from your reactions there has to be. He more than likely was joking at the time, most people do use sarcasm.

I'd tell people to stop dying too if a graveyard was being over crowded.

They may follow a particular religion in which they believe in the afterlife. I suppose there are ways, they believe, to alter the afterlife and the Mayor is picking on that. It's possible.

Calling the mayor a "blond" is now not only offending him, but all blonds, as you are referring to them as unintelligent. Please choose your words a bit more conscientiously. {Unsure}

As for the threat, I believe that the mayor may be referring to the families of those who parish; possibly forcing them to pay a large fine, or something similar.
