When in the quick reply, you click on expand, it wont. It's a dead Javascript script. {Tongue Out}

it was discussed but no further action was taken. But i think it was for the full reply not the quick reply

It's never been a vF feature to have the quick reply expand. There was one for the full reply page but that has now been replaced by a "Full Screen" feature instead.
