Can you achieve roll over on images with CSS? and if so how can I do it? I have a great Idea for the images, but... I just don't know how to accomplish it.

And also can anyone give me ideas on the welcoming for the home page. and also I need a change for affiliates and Navigation.

EDIT: I have a big open space and I need to fill it. but with what I don't know. See im not good with website content, its the design, I can do. and thats the problems I have, the same thing happened to me on Geocities, and it was like bleh.
